Help your decision-makers build collaborative advantage

Collaborative advantage is when you are considered by the other partners to be, not only a good partner to share with, but also they perceive you as the "lead partner" amongst equals. The role of your shared service decision-makers (eg Councillors or Board Members) is to build collaborative advantage at the highest level in the organisation.

This requires that your decision-makers are in agreement on a shared service strategy. That in Councils the strategy is agreed cross-party and has been voted for before you send out your scouts looking for partners. It requires that the Boards in non-council organisations have also voted through a compelling shared service strategy they are all signed up to, before they do the same thing.
